I have this habit of watching PowerBlock TV on Spike on Sunday mornings. Last Sundays had a thing about putting front disc brakes on a project very close to the same. I watched intently and then got out my calipers and checked everything the way they did. Turns out I dont need shims, everything measures straight and true, but the problem is just that there is about a paper width too much meat on the static side brake pad. Thanks for the input everyone!
