The only hole I see is the crankcase pressure recirculation back thru carb. At least that's what I call it. The crankcase needs to "breathe" but not necessarily thru carb. It's cleaner and better to "vent" into intake but you can vent into air legally, pre 1963. The pressure in crankcase is not good for engine components, it is caused by compression from pistons leaking backwards. It must be vented by draft tube, slots in cover, PCV, etc. Vehicles pre 1967, in my state, do not need emissions tested. It has been determined that the amount of pollution from these remaining vehicles is negligible. I guess the person who swapped the motor liked the air cleaner also. Very unique looking. Keep it.
