In broad brush terms, primer is a fuzzy coat for paint to stick to. Bad sentence structure, I know, but it's early...... Primers are adhesion promoters for subsequnt coatings, so equates to sealing steel with a layer of window screen.
Zero Rust would equate to closing the window, it seals the steel.
