I have the basic lap belts. I installed the fixed ends (end with the tip that plugs into the buckle) on the outside and the buckle ends on the inside.
I don't show my truck so I am unaware of any seat belt protocol but since mine is a driver I put those rewinders on the outside fixed ends so they retract out of the way when they are unhooked.
I let the buckle ends lay straight out towards the dash on the seat.
