I usually spot weld the threaded end to the strap. The other end can go either way.
On the 2 ton I used a dual in and out oval muffler. I just sheared a strap from the right gauge sheet metal, attached the threaded end and looped the other end through the slot in the bracket, leaving it several inches extra long. That way I could make an adjustment if necessary. When you tighten it up the muffler body holds the loose end against the bracket and secures it.
