To me it looks like the bailing wire is just there to keep the fast idle tab from falling off the end of the choke shaft. The throttle arm does not appear to be bound to it anywhere.
The fast idle tab is held onto the shaft by a peened/deformed area at the end of the shaft. This can get loose over time, particularly if previous owners have ham-fisted the carb.
