Mike, if all is straight and nothing is loose then there is no
reason that it shouldn't stay in place. Been ten years on this
one and if I remember correctly, it fit in the toe board hole
rather snug. The rubber mat may help keep it in place also:

Yes, I didn't have one in my hand at the time of posting. Is there something at the top of the shaft that retains the top of the bellows? Sounds like the OP's is hanging up on something causing it to get pulled out of the toe board.
