This might sound a silly question, but what kind of primer was used? If you do not know, or if it was not an epoxy primer, or you do not know how well the metal was prepared before applying the primer, you might want to take it back to bare metal. In that case, you might want to haggle.
However, if it is a good cab, I agree with 41CgevyTrucker, $700 is not a bad price.
Oh yeah, is it a 5 window or 3 window cab?
