if you can get to the back side, you can fibre glass it, then spot putty the front after sanding, of course, after you rust convert with chemprime or some other phosporic acid treatment.
if the holes are big, sometimes we used screen door mesh to cover the hole.
you can also put sheet metal on inside and then weld/spot up. I am putting patches all over the place on my cab.
