The big problem will be getting the sealer/surfacer to stick to an oil-soaked floor. If you can acquire a supply of Trisodium Phosphate powder, spread a thick layer of it on a damp floor and scrub it in well with a stiff-bristle broom. Let it soak for 30 minutes or so, and wet it down ands scrub again, then hose it away and dry with a squeege. It's surprising how much oil you can wick up that way. Some places have outlawed TSP as a concrete cleaner, thanks to the tree-huggers who think it's some sort of environmental hazard. It's still the best stuff going for degreasing- - - -I use it in a hot-water dip tank for degreasing gun barrels before bluing.
