You might be able to remove it without removing the floor pan and toe board but as recall even with those removed it is tight. Also did you check for power at the terminal block on the fender? That would tell you if the switch is bad unless of course a wire went bad between the switch and the terminal block.there should be no power to the switch unless the headlights are on but disconnect the battery after you check for power at the terminal block.
