If it was recently rebuilt, ask him if he will guarantee at least 110psi compression in all cylinders (+/- 10psi overall) and 14psi oil pressure at 2000 rpm (warmed-up engine).
That might be worth $650 (but, $300 seems reasonable), with the other parts in usable condition.
