Sounds like you have under dash/firewall unit. Pedal should match clutch pedal if you have one. Is there not a stop adjustment for the up position/brakes off position? It sounds like pedal coming up to high. Check to see what stops pedal, linkage length, a mechanical stop...? I guess I'm asking the same question and comment as Bill already did.
