as with any electrical problems (especially with lights), check/add grounds. Lights can do some funky things when not grounded (as I have recently found out).
I just installed a new flasher unit, turn signal switch and taillights... took a day to get them working right. Had to drill and solder in ground wires from the taillight to the bed. Once I did... they worked perfectly AND bright!
