Like Steve says, make sure the float level is OK. After that with the top off the carb , there is a tube that goes across the top of the air horn. It has a tiny plug in one end. Sometimes that plug blows out when you are cleaning with compressed air. It will cause the symptoms you mention. You can fill the end with e-poxy like JB weld.
