Okay so tighten them up to the point of too tight and then back them off so they are hard to turn but can still be turned?
If you are referring to being able to rotate the drums/wheels "so they are hard to turn but can still be turned", that is too tight. When that braking system gets hot, the heat-expansion will most likely cause significant drag.
