In your climate Allen, I'd for sure use a conditioner before I
primed it. It will help down the road in preventing rust, also
in the adhesion, but with the tooth you have from sand blasting
I wouldn't worry about adhesion.
It's really not a big deal to apply the conditioner, just swab
it on, let it sit for a while and rinse it of with the garden
hose, and away you go.
