Update:
I used a Dremel tool on the steering wheel and started sanding down the smooth shaft area directly behind the splines which was covered in paint over spray. The result is that it helped the steering wheel slide further down onto the splines.
Does anyone know if the steering wheel splines slide all of the way down flush with the steering column splines?
