What welding process are you using?

While it is true that a clean surface is ideal, Stick (SMAW) or Flux Core (FCAW) can deal with unclean surfaces better than MIG (GMAW).

Be sure to wear a respirator.. fumes coming off the POR is some nasty stuff.
