The needle bounces around. Sometimes it reads what might be correct, then it reads zero, then it reads less that what makes sense. I suspect the cog is correct as it passed a commercial vehicle inspection not long ago. However, it could be worn. I'm suspicious of the square ends on the speedo cable myself.
