the needle, the gauge should only read below E when power is off, the float can't move the gauge beyond it's range, sender just shows zero to 30 ohms, the gauge is "misinterpreting" that .... OTOH, it doesn't hurt to know when it reads E that you still have enough gas to get to a station, so what it reads when the tank is full might be a better point to check
