The issue, as I understand it, is the tire hits the cut-out in the fender and the cab, due to the diameter. If you move the tire up and back with an offset mount then the cut-out will not match the contour in the fender.
GM addressed this on the 55 through 66 fenders, the long bed and the short bed fender cut-outs were located differently.
