Fisheye: That means the metal/paint/primer underneath the new coat of Rustoleum was contaminated. Usually the result of someone using Armor All, WD-40 or equivalent in the past.
Also, I think there is a window of time for recoating fresh Rustoleum. But 30 minutes should not have been an issue. The metal was not cleaned/de-contaminated properly. I find I usually have paint issues if the metal is not media blasted clean.
