There used to be, but today I'm not sure. I haven't had any engine nor radiator flushed in many years. In the 60s, places that did this were common. Flathead Ford owners kept many of them in business.
I'd call around and ask shops in your town what they'd suggest...who they might use for something like this, that is. I've heard guys older than me say they used agricultural molasses mixed with water to dissolve rust, but I don't have any experience with that and couldn't tell you how to do it. It isn't like the molasses you get at the grocery store. You'll need to get that stuff at a livestock feed store or ag supply store.
