Try spraying some water on the windshield and see what happens. Maybe the dry windshield and blades make too much drag for the motor to start working. Do what Dave says, and check the linkage for binding. Check and see how much vacuum your engine is making. I wouldn't put oil in the wiper motor. Because if that ends up being the problem, wiperman might not warranty it.
