The horn contact plate below the horn button is a convex spring steel washer isolated from the attachinf bolts by cardboard washers or nylon washers, as the horn button is pushed the spring steel deforms touching ground completing the circuit. Check for worn/broken isolators excessive play grounding out causing horn to blow...or the contact pin/spring is grounding inside the steering wheel as it turns...???
