It's been a couple of years since I had mine out so I'm not sure if the key has to be in the run position or not to be removed but there is a hole in the face of the ignition switch that you can stick a paper clip into to release the cylinder from the housing. Once the cylinder is out a locksmith can make it work on any code.
If the cylinder isn't removable in the off position they are simple locks for a trained locksmith to pick & turn to the run position. If there isn't a locksmith in your area that can pick locks you can try contacting a repo outfit in your area. Most have folks trained in picking locks and could most likely get your ignition into the run position where the cylinder could be removed. Good luck.
