Good news. I fixed the gauge. Turns out the protective rubber casing and the plastic face plate are removable. I peeled the cover off and then carefully pried the faceplate off. There is a small flat tip screw on the face of the gauge right above the number 15. Turning that screw adjusted the needle. I couple of turns had it right on 0. Saved me having to buy a new gauge!!
