My bet is the rear brakes are locked up...very common problem with trucks that sit for a long time.
The hand brake with the inner shoe should have an outer shoe as well. Is there a round pin (attached to the lever arm that the inner shoe is attached to) on the outside of the drum? If so that's where the outer shoe connects.
