My plate was painted over also.
You can see it in this pic Drivers door jam painter over.I was able to take the paint off with a razor blade
ID plate pic After the razor blade I cleaned it with some thinner and a rag
The original plate is silk screened I think.
Only a little bit of the edges came off.
The S/N is stamped on the plate.
