It's not obvious where it came from, and how to get it back in the right configuration. I could not even find it in what few brake diagrams I found on line. Best bet is to look at the other side of the truck for a similar clip.

Brakes are now done, without it, and seem to work just fine. I'm guessing it was left in by mistake.
