Is the tail light wiring grounded by the tail light assembly screws that hold the bezals to the body? I noticed the lights flicker when I tighten the screws.

Yes.

We all fight the rust but, a little bare metal between the bezel and the body is a good thing. The light will do strange things as amperage increases with a poor (high resistance) ground, such as when the tail light AND turn signal operating at the same time; the tail light filament will dim and the turn signal filament will barely glow.

Also the bed was originally grounded to the frame by the mounting bolts which have had 50+ years to corrode. I recommend a ground strap from frame to bed.
