If you're not setting out to do this all the time then for the fancy screw driver can you use an impact driver? That's what I would use for lack of the fancy press contraption.
The pole spreader you might also get by every now and then with a set of "folding wedges" made from wood.

You could use a regular bench type drill press and a modified screwdriver tip to fit and a wrenching area on it, setting the case in a V block made from wood or ? . The wood or plastic idea above is a good one, and likely you will need to use longer bolts or studs to aline the threaded holes as your expanding the windings into position. You may get by using a setup of bolt and nut as a jack of sorts to spread it too, of course the contact ends need some sort of padding to not damage the laminations.

Kicking self for selling off my Taskforce trucks. Still looking for an LCF or conventional big bolt in decent shape.

Did I, or anyone else, ever tell you that you are incredible? I wish I lived near you. I'd enjoy listening to your rants and watching you work (if you would let me).

Mom used to say, "no rest for the wicked" so I guess I must have been a bad, bad boy cus I've always had somethin goin from before sun comes up till the moon is high in the sky.
Tant no mo dandy lions round here MN, but I could use a hand with a rake, still pickin' up leaves and got bout 400 more feet of Privet hedge to trim.
Been here near on a year now and I still taint got any electric to my mills or other machines nor did I get to finish setting things up in the basement. To much gettin' ready happening here. I’ve inherited another year’s worth of grounds clean up that needs taking care of. I'm figuring on spending some of the summer trying to get some sort of heat in the barn even if I don't have a ceiling in it I might be able to at least take the chill off this coming winter. I miss having the machines to work on, I used to be on the mill or lathe at least a couple days a week.

I like what I see. I can use it in my drill press too.
How can I get one ?

This is the easy part, actually that is just a coupling nut. I formed a radius on the heads of the bolts in the bench lathe to get them close to the inside contour of the pole piece. That cast factory unit that you pictured would be nice if you were working everyday with starters/generators but it’s basically just to keep from distorting the housing when you put it in the pole piece screw press. Also it helps to seat the pole piece when mounting a new set of coils.
This is where it gets tricky if you don’t have access to a machine shop. I don’t know if you will be able to put enough pressure down in a drill press. In the mill I can lock the quill in the up position and adjust the knee to put pressure on the screwdriver while I turn it with a wrench. The Screwdriver needs to be made from a relatively tough material or it will just shear the blade off when you turn it. Something like 4140 hex stock will work and is available from vendors like McMaster Carr. The blade in the picture was just a piece of hex I dug out of the scrap bin and I did have trouble with it shearing on a later screw because of the material and the shape that I hurriedly machined out. The material should have been tougher and the shape should have been much like that of a drag link socket, which might even be made to work. So in answer to your question, “where can I get one”, you will probably have to find a machine shop that can make you one or adapt something, like the drag link socket. DG
