I thought it was negative ground so i hooked jumper cables up to it, negative going to the frame and positive going the the starter... she turns over but no spark on the spark plugs when held against the block but there is spark when i hole them against the frame.... could this be because it is actually a positive ground??? or is the negative ground correct and its just not reaching the block from the starter??

OTOH, if you have spark on a plug to the frame it might just be that you need to put the ground where it belongs, to the engine, usually to a starter mount bolt works best
