The fan is easy enough - four bolts hole it on the pulley. The pulley, on the other hand, cannot be removed from the pump with any type of puller. The only way I have seen a pulley either put on a pump shaft or removed from a pump shaft is with a press. To do will require the removal of the pump from the front of the engine.

Did you take the bolts out?
If you remove the bolts, the fan comes off. The thing you see that looks like a "cap" is the shaft of the pulley. Look at the center closely and you can see the shaft of the water pump in the center of the "cap", or shaft of the pulley. That shaft in the center of the pulley, which is the water pump shaft, is supposed to be flush with the "cap" of the pulley, which is actually the shaft of the pulley. That is the indicator of how far the pulley is supposed to be pressed onto the water pump shaft. It should be close to flush with the shaft of the water pump to be set right to line up with the pulley on the balancer.
Remember, you can get the fan off, but you will have to press the pulley off of the shaft.
