Some states don't care about vehicles before the 17 digit vin. Others can be a real problem. You always have the option of titling it in a state that is easy and then later on turning it in your home state title. If you use ITS (International Title Service) it will cost you roughly $500 now (as I think he goes through Vermont and they charge you a tax based on book value, not actual sales price.) Some states, like Illinois are cracking down on the states like Alabama that ITS did use. Keep that in mind and don't pay much more than scrap price without a title.

Don't know if the requirements have changed, but I went through it about 12-15 years ago--twice.
What I had to do at that time was submit pictures of all 4 sides of the truck, plus get notarized statements from several people (I think 4) verifying the truck's history, who had owned it, etc. (On one of mine, the PO was deceased, and the other one was bought from a guy who had bought it from a junkyard.)
I also had to get a bond, which my insurance agent took care of.
After all that, I was able to get titles for the trucks.
As I mentioned, this as a long time ago. Best to just go ask them what the current requirements are.

But there are no Serial/VIN number on the frames. But who's to say you or a past owner didn't swap the cab........joe | | |
