Every state is different. Some states don't care about vehicles before the 17 digit vin. Others can be a real problem. You always have the option of titling it in a state that is easy and then later on turning it in your home state title. If MN seems to be a problem, give these guys a call. http://www.its-titles.com/dear15.htm But make sure you have figured out a way to title it before you start sinking money into it.

Just a word of advice on the out of state title route. If you use ITS (International Title Service) it will cost you roughly $500 now (as I think he goes through Vermont and they charge you a tax based on book value, not actual sales price.) Some states, like Illinois are cracking down on the states like Alabama that ITS did use. You should be able to get a title in Mn if you bond it and all that.

You may be buying a partially assembled bunch of parts. Keep that in mind and don't pay much more than scrap price without a title.

Anything that has been assembled from different years parts and pieces will be very difficult if not impossible to title in most states.

The owner should be able to get a title for it IF it was in his name.
BUT if all else fails you should be able to do it THIS way...joe

Your best bet is to go to the license bureau and ask them what you need to do.

Don't know if the requirements have changed, but I went through it about 12-15 years ago--twice.

What I had to do at that time was submit pictures of all 4 sides of the truck, plus get notarized statements from several people (I think 4) verifying the truck's history, who had owned it, etc. (On one of mine, the PO was deceased, and the other one was bought from a guy who had bought it from a junkyard.)

I also had to get a bond, which my insurance agent took care of.

After all that, I was able to get titles for the trucks.

As I mentioned, this as a long time ago. Best to just go ask them what the current requirements are.

I won't tell anyone not me
But like FGT said it is illegal, but then only you would know that, well anyone who reads your post may think you "MIGHT" do it. But there are no Serial/VIN number on the frames. But who's to say you or a past owner didn't swap the cab........joe
