I think this is telling you the sending unit is shorted, or in the case of a '36, maybe 'rotted' to ground. The wire to the gauge sounds fine as disconnecting the sender affects the gauge.
Where to get a sender...I don't know. If it's easy to get out, I would pull it first and look at it. Maybe some creative work could revive it.
