At the morment I am working at the parking brake and I wonder if there was a washer or bearing or so between the bracket and cross shaft and if the lock pin was a pin or a screw ? If this is the shaft that you are talking about then to the right of the shaft where it goes through the panel there is a large washer and cotter pin that retain its side word movement.
Scroll through the album, there are a lot of pictures that may be of help to you in the reassembly of the truck.
