First of all welcome to the bolt.
Looking at the picture, I would guess that they are aftermarket horns that have been added to your truck. My 1939 has two horns that I believe were a factory option with a switch on the dash that has one position for town and one position for country. The town horn is not as loud as the country horn. These horns are long and straight not like yours.

I haven't seen a polarity reversing switch attached to a starter before...Isn't that the little mechanism piggybacked onto your starter just forward of the starter switch, the thing with the spring attached to it.

I bypassed it when I installed my pertronix unit but I thought it looked cool so I left it in place. That was a good catch, I don't get too many questions about it. Just one of the old time things that make these trucks fun.
