Does anyone know if a 39 windshield crank handle can be made to fit a 36 regulator? The 36 has 16 splines. Anyone know how many the 39 has?

Yes, the handle will fit I have used a 46 handle on a 37 regulator. The difference in the regulator is in the length of the shaft that handles fits on. The 40 to 46 has a longer shaft to come up through the rounded dash. There is an article in the tec tips if you need to take one apart.

Do you know if the 37 is the same as a 36?

The 37 to 46 are 16 splines. The windshield is a different size. Finding parts that interchange for that 1/2 year model isn't easy.
