An upset reader of a Hemmings article on alternative painting methods forwarded the article to the EPA. A toxic air division spokesperson contacted the writer of the article suggesting he inform his readers of new laws to be finalized this month which will limit who can legally spray automotive paint under the new regulations.

The government is also apparently considering limiting the sale of automotive paint to those certified to safely control its spraying. Target date 2011?.

Well we can thank good ol al and his wackos for this! We as part time restorers don't put out enough to make much differance, just another way for the control freaks to tell us how to run our lives!

I think the law in New Jersy states it is illegal to paint a vehicle in a residential area. Now it is illegal to spray lacquer or purchase lacqure in that state. I lived in the sticks with neighbors few and far in between. Before that, I lived in a devolopment with the neighbors close...Guess it depends on if the neighbors like you or the smell. Rules , Rules and more Rules.

I expect the research on water based paints will be stepped up quite a bit as the result of this.

How much of this cr@p will the American people put up with before they decide to band together and put a stop to govenrment intrusion into private citizens lives? If I live in the country and my nearest neighbor is 1/2 a mile away what harm am I doing if I want to paint my truck one time in my garage. Its not hurting anyone, and nature spits out more polution in one volcano than I ever could in my lifetime.

The thing that sets me off is this "PUBLIC COMMENT'part. I work with a lot of state govt regulations and when they decide to change a reg they always have public comment. It's a joke. It doen't make a darn bit of difference how much or what kind of comment they get the regs always go through just as planned no matter how much we object. Not only that, in the past they have made the changes retroactive so that you are now out of compliance.

I have always thought the EPA was an organization that made regs so they could levy fines to collect so they could pay people to make more regs.

Go figure.

I think you pretty much got it right on that one. The bottom line seems to always be money. How can they get it and how much can they get.

Hey remember the R-12 refrigerant deliema. Dupont made a bundle on that one. Have you seen the price of the stuff lately...if you can even get it. The R-12 then required a license to own and use. It was illegal for the home owner to use or have it also.I hear the R-23 isn't much better and they are experimenting with a carbon type gas but it requires extremely high pressures of over 2000#. More license and restrictions...MORE COSTS!

I worked for "big tobacco" for 15 years before it became apparent to me that the federal government was gonna make it hard to keep working for them for the 20 years I was gonna need to retire. Good people to work for, in my opinion. I worked for a real smart guy who told me one day that when he was in school, he was taught that when the government tells you they know more about what is good for you than you know yourself, it's called socialism. I just picked up my supplies from the paint supplier I always use and was talking to him about that, and he informed me that in europe they are already using waterborne primers and base coats, but still using polyurathane clear coat, so it looks the epa is trying to keep up with the jones, so to speak. and I did a dune buggy in water based paint and the only thing i had trouble with was the clear, finally got it to buff out half decent. it was a PIA. I don't know where in the government the problem is, but this is starting to sound like communism, or as joe5757 said, it's socialism. Isn't the reason we came to America was to get away from government control. In my school's social studies book they gave me, the definition for a free enterprise system(what we have)is people can start or own a business(and do other things like painting) with limited government intervention. Now it seems like the government is doing things for us and we have limited intervention.


Now, I think that painting yourself is fine. If the government would say that we have to use safer paints, that would be reasonable. If they say that we have to stop putting chemicals into the environment, they should too AND stop poisoning us with chemicals in food. I found that some of the food I have has sodium nitrate, which is a chemical used in explosives.

jd - sodium nitrate is a naturally occuring element in virtually all the leafy green vegetables you eat, and aside from it's varied industrial uses, it's a very good antimicrobial agent that may well prevent you from being poisoned ... spend more time on your science classes and learn about the things that aren't on the labels grin

Personally, I don't think that they'll be able to enforce it. With all of the "do it youself" paint systems that are coming out (Dpli-Color and Sherwin-Williams both have them now), nevermind that availability of tractor paint easily and all of the equipment from various sorces, I don't think that the industry will allow the EPA to put them out of business. Besides, the only way that they'll be able to truly control it would be to eliminate any available paint, including spray cans, fom being sold to the general public.

Not being a paint expert or expert in much of anything, I do remember how a few of the manufactures, Chevy for sure, had mucho trouble with paint peeling because of the "water based" primers they used. Are we going to have more of that if we are forced to water based stuff?

I remember that. About '85-'90. especially with the lighter shades of blue. My Dads '89 K2500 has that problem, paint peels right off.
Now, they're forcing the manufacturers to go to that type if they produce over a certain amount of cars in one plant annually. I'll have to check with a freind of mine, he works at the Toyota plant in Laffeyette. I know they had to change over to the system when they changed the plant over to make Camrys.

Does anyone still use Laquer paint anymore?

When doing a repair to an older vehicle with Laquer, I used to cross over to Delware or Maryland, just to buy the paint. Thank God I lived close to those States.
