Thanks to everyone who provided suggestions yesterday. I removed the motor and took it apart.
I greased up the chamber that the paddle moves in.
I opened up the passage that I had plugged yesterday. When I reinstalled the motor nothing much happened. The air is being sucked in through the outlet quite strongly, there is plenty of suction being provided from the hose that goes to the engine manifold. The wipers aren't moving.
What do you suppose is wrong???

Sounds like you might have a crack in the diaphragm.

What's wrong is that you've not spent $30 and installed an electric wiper motor

I'm not bein' mean.....vacuum wipers are just plain unsafe

J.C.Whitney has a couple of universals they sell...if you buy the one for early Chevy it's the same piece but the same

I have had one in the 39 for over a dozen years
