I'm gonna guess a mounting bracket for the wiper motor. I recall the one for my '51 conventional cab looking similar to that.

I second that guess. I believe it bolts from the steering column dash support to one side of the wiper motor.
This is from the Assembly Manual. I couldn’t find it specific to a COE and it’s showing a RD (right hand drive), but it should be reversed for a left hand drive.
