Lots of good information here. My dilemma is that the PO welded up a pipe style of bumper with a flat plate centered for towing. It looks pretty good (IMO) but It is not mounted low enough for clear view of a license plate mount. I did not see a bracket for side mount for the '54 and kinda prefer not to mount like that based on what I read and saw here. The mount on the tailgate looks ok, but what happens when you want to drive with the tailgate down. Officer Friendly could not see the plate. Right now I am thinking of some sort of pipe bracket to mount plate left of center.

I would like to keep the pipe bumper...one of the better-looking ones (IMO). I do not do fabrication work...no equipment or know-how, but maybe some sort of pipe clamping could be rigged.

A couple of hose clamps with a square hole to fit small carriage bolts stuck in from the inside would work. Put the plate on with nuts on the threaded end of the carriage bolts, then secure the hose clamps to the pipe bumper. You could locate the plate about anywhere along the bumper. Most states have regulations requiring a light shining on the plate, but I doubt that's enforced much.
