I found the correct rivets to use in drivers door pillar to attach the vin tag on. But where can you get the tool to attach them with?

If you google " rivet tool"......... I like the Harbor freight one.

Simply place the rivets in the plate holes, then put the plate into position with the rivets all of the way in the holes in the hinges pillar.
Now place a drift punch into the rivet and hammer the punch to push all the way through the rivet. The end of the rivet will expand and hold the plate in place.

Are you sure the punch is suppose to perforate the rivet?
I thought I saw in my trucks that the rivet bottom is usually still intact and the bottom is driven sorta flat and flush but not broken open to expand the rivet back side
These are fancy pants rivets with a special shape to make them expand when their bottoms are driven sorta flat.

I just did this. Any punch that fits in the rivet will "set" it. The act of pushing the dimpled end of the rivet expands the ends behind the hole. There's no need to beat the heck out of the punch, just a tap will do the trick. The dished end will "snap" to its other stable position to expand the end of the rivet. If you drive the punch all the way through the rivet, you will have ruined it.
The original rivets I removed still had the dished end intact, indicating that they were originally "set" with just a tap on the punch.
