It depends more on the width of the rims, the offset, and the backspace rather than the diameter.
Stock 16" rims with 215x85 tires on them are 30" in diameter. 18" wheels with tires that approximate that diameter or less will surely clear.

Aren't 18" wheels used on 1 ton (3800 series) vehicles? My 1959 1 ton flatbed ran those wheels. They had the same 8 lug bolt pattern as a 3/4 ton, but the 3800 had dual rear wheels. Jerry

Sorry i shoulda been more specific. Yes its a 3100. The wheels are 8in wide with 4.25" backspace. They will easily reach inward beyond the steering arm. Just curious if they will hit it or clear it.

I don't know for sure but that seems excessive. 15"x8" rims were on my truck when I got it. I have no idea what the backspace was but it seems like they rubbed somewhere in there during lock to lock turns.
They were also too wide to steer easily with stock components and no power steering.
My current rims are 16"x6" with 3.5" backspace. They don't rub or anything but if I were ordering them again, I'd order 5" width.

How about providing pictures of the wheels in question???
It almost sounds like your are describing later 6-lug "Rallye" style or standard style truck wheels that have the 8" width you mentioned.
Check out this older conversation on using wider wheels as it has a whole bunch of good info that may answer your question.

If you are using these "5-lug" wheels, guessing you are converting your current hubs/axles to a matching lug pattern (or replacing with something other than stock)???
Converting your front hubs/rear axle will change a number of things with your truck as far as clearances go. Not just with the existing steering components, but also with fenders, truck bed, and possibly the frame/suspension (both front and rear).
No easy answer of yes or no without really knowing your entire plan. I would hazard to say that using the stock axles (even if you modify the lug pattern), best guess is they will not fit without a lot of other changes.
