Lugnutz has a nice writeup on converting the back half to modern parts to give you an idea where to start.

I would go find a vehicle with one you like and start tearing it down for parts. The pick-n-pull is your best friend for projects like this.

Lokar and other companies like that, have plenty of options for emergency brake actuators. You can do an electric actuator that sets with a switch. Hidden, if you like.
