Probably a mild solvent or detergent (simple green?) They get lots of grease soaked into them from hands (even clean hands have some oil on them from the skin).

The steering wheel composition is something like hard rubber mixed with cement that has a bond coating then painted to color. The top color wears off. You can clean it but it may not keep your hands from getting dirty. You can repaint such as rattle can primer and black. Some go with a leather wrap.

Appearance wise, the steering wheel will have cracks. You can patch the cracks with epoxy and repaint but over time more cracks will show up. Professional restorers remove all the material down to the steel (hub, ring and spokes) and replace with long lasting UV polymer. $$$.

I used some two part epoxy to fix the cracks as buoymaker stated above will see how long it lasts but it was not difficult to do there are others that have posted about the process .after cracks fixed I used appliance paint from the hardware store as others also have used. Have not put the wheel on yet as the rest of the truck is needing some work to get me on the road again

I also repaired my wheel as Kevin pointed out. Not hard, time consuming but extremely satisfying. I used appliance paint which is supposed to be single part epoxy but takes forever to dry and harden. If you do use this, wait at least a month before installing it or risk damaging the paint.

I use the wipes in the "Scrub in a Bucket" type hand cleaner. Most times it takes 2 or 3 of them on my work trucks, the wife's Trail Blazer just one.

II degreased it with some Zep and gave it 3 coats of Duplicolor satin black. Looks and feels good. Thanks to all. Jethro.
