54 3100. My horn relay has full current at all three posts, as well as the steering wheel shaft but not on the steering wheel column. What in the world? Is the relay bad? Is the steering post supposed to be energized?

The relay needs a ground to operate. The column may not have a ground but it is important that the ring (bearing), inside the column, provides a ground for the horn button contact. The picture is of a car but same setup. Notice the ground wire.

That ground on the bearing is there but it is hot. Current is coming from the relay through the wire to the brass bearing collar. Sounds like a bad relay to me.

Tell us about your test light setup. Where is the other wire going to? You may just be measuring from hot to ground, which will light your probe. That's what looks like is happening in your first picture to the steering shaft, which would be grounded.

The first pic is ground to the steering shaft. The second pic is from the bottom terminal (brown wire) from the relay to the ground wire on the column in your first pic. Same test light set-up. All three wires on the relay are hot.

The horn relay has a coil (a coil of internal wire) that operates (magnetism) the contacts to operate the horn. There will be positive (12/6 VDC) attached to one side of the relay coil (via a ignition switch other other circuit). You will measure positive (12/6 VDC) on the other side of the coil because it is a coil of wire. If you ground that side of the coil it will make the relay operate.

Doesn’t sound like the wiring is quite right. Here is a diagram of how it should be wired. 12v is wired exactly as 6v.

I figured it out today... horn now works fine.... hot steering shaft was backfeed from a sorry ground at the brake light.
