It was working fine at the time. I I pulled the inspection band and the commutator is a grey silver colour. There is no hint of a copper colour. A little non-conducting sandpaper (NOT emery cloth) held against the commutator while it's spinning in a lathe or a drill press will shine it up before putting it back into service.
